This project represents one of the largest endeavors we have ever undertaken. The project represents countless hours by our staff, our consultants, and the numerous federal officials who guided us through the process. The underground utilities have served the Town for nearly a century are now in dire need of replacement. New water main, hydrants and valves will give us the capability deliver adequate fire flow to customers and replace the old rusted water main with new cement lined water main which should improve water quality. Even after the Cliff Street project was completed, untreated wastewater from the Westside of Town spills into the Sleepers Brook during spring runoff and high rainfall events due to old combined sewer lines that carry both sanitary waste and stormwater from catch basins. This project combined with the Cliff Street Project will finish the replacement of these combined sewers with new stormwater pipes and separate sanitary sewer lines. Stormwater will be treated and carried in new pipes to the Sleepers Brook and not burden the cost of sewage treatment with extraneous stormwater. Sanitary sewage will be collected in new pipes and separately carried to the existing sewer line that connects to the wastewater treatment facility. These utility improvements will deliver significant environmental benefits including increased water quality and recreational safety in the Sleepers Brook and Passumpsic River area. Importantly we will be reconstructing entire streets, retaining walls, stairs, sidewalks, and curbs in the Westside Project area. These long term improvements will make St Johnsbury a better place to live and work.
